The catch is that they are priced for sales teams. A general agent is briefed rather than configured. You write "find 50 dental clinics in Texas hiring an office manager and draft outreach to each" and get the finished output, but you can also write "research how our top 20 competitors price," "triage the inbox and draft replies," or "pull the weekly numbers and write the update." Outbound is one of the jobs rather than the whole product.
For a founder or a small team where nobody is a full-time SDR, that breadth usually beats depth, because the bottleneck genuinely moves. This week it is prospecting. Next week it is that the CRM is three weeks stale and the board report is due. A specialist tool sits idle through the weeks its one job is not the problem, while you keep paying for it.
The honest test: is outbound your growth motion?
This is the question that decides it, and it is worth answering truthfully rather than aspirationally. If you have or are hiring dedicated sales headcount, if pipeline comes primarily from cold outbound, and if you are contacting thousands of prospects a month, you are a sales team and you should buy the specialist. And it wins on the simple fact that a small team's problems do not stay in one category long enough for a specialist to earn its keep.

Run the cheapest test that answers the real question, which is usually "does cold outbound work for us at all," not "which vendor is best." That question does not need an annual contract to answer. A few hundred well-researched, genuinely personalized prospects will tell you whether the channel converts, and if it does, you will have far better information for the specialist conversation than you have today.
